## Operational flow

1. Create fee categories.
2. Create the fee with the relevant academic scope.
3. Target the intended users or classes.
4. Generate or review assignments.
5. Record and reconcile payments.

## Guidance

Fee data is operationally sensitive. Avoid casual deletion or ad hoc correction
without checking downstream reporting expectations.
